Applying for registration
The NSW Local Scheme opened on 1 January 2018.
Interested NSW organisations that are unable to be registered under the National Regulatory System for Community Housing (NRSCH) are encouraged to lodge their intent to become a registered provider under the NSW Local Scheme.
The Registrar will engage with these providers to explain the NSW Local Scheme registration, monitoring and regulatory requirements. The Registrar may provide capacity building services to eligible organisations which intend to become registered under the NSW Local Scheme.
The Registrar will provide and discuss scheduling information with providers on their application for NSW Local Scheme registration.

Registration tiers
Community housing providers are registered under the NSW Local Scheme in one of three tiers of registration. The Registrar determines a provider’s tier of registration by assessing the level of risk based on the provider’s scale and scope of community housing activities.
The tier of registration, in turn, determines the performance requirements and the intensity of regulatory engagement applicable to each provider as follows:
- Tier 1: The highest level of performance requirements and regulatory engagement reflecting that these providers are involved in activities that necessitate management of a higher level of risk.
- Tier 2: An intermediate level of performance requirements and regulatory engagement reflecting that these providers are involved in activities that necessitate management of a level of risk lower than Tier 1 but greater than Tier 3.
- Tier 3: A lower level of performance requirements and engagement reflecting that these providers are involved in activities that necessitate management of a lower level of risk.
